To get exact I'd do: Image > Image Size to where you like it, then copy it onto your sig.
Crtl + t works, just make it even.

Chaos, it would help if you made a new thread and followed the guidelines after clicking the new thread button. It's pretty simple from there.
Bulls, I could've sworn I posted a response to that sig. Oh well. I said make the border 1 px and make it one scale of grey. I think most grey would fit, but I'd try a lighter grey.
